Role: Prime Contractor
Description: A Governmentwide e-Learning, knowledge management and performance support system, was founded in partnership with the Division of Logistics Policy Staff (DLP), Office of Acquisition Management and Policy (OAMP), Office of the Secretary, Department of Health and Human Services.
In this project, we served eleven Federal Agency Partners.
Key activities on this project include:
- Developed all aspects of eleven web sites, ten desk references and twenty-four collaboration team webs in the functional business areas of Acquisition, Finance, Grants, Logistics and Small Business averaging millions of hits annually
- Handled hundreds of small to large tasks for eleven Federal Agency Partners.
- Identified, reviewed and interlinked key Federal law, regulation, policy and guidance in Acquisition , Finance , Grants , Logistics and Small Business in web sites, desk references and courses
- Worked with hundreds of Federal employees in a first of its kind effort to elicit knowledge in multiple forms for e-learning, knowledge management and performance support use in the following:

- Worked with working groups comprised of representatives from multiple Federal Agencies to identify Logistics competencies in Federal Fleet Management, Federal Materiel Management, Federal Personal Property Management and Federal Transportation Management
- Supported information support requirements for policy operations in the Office of the Secretary supporting posting, policy, database development and reporting for up to twenty personnel.
- Drafted numerous project communications (both routine, sensitive and/or complicated), produced all project reporting to include new features alerts, working group communications, presentation slides and project management updates
- Researched, purchased, designed and implemented learning management system, a stand alone assessment system and associated services for Governmentwide training
- Researched, purchased, designed and currently implementing branching and assessment solution integrated to a self-certification database for the deployment of quick start classes
- Researched, purchased, designed and currently implementing software simulations to provide Federal Agency presentation support
- Researched, designed, wrote and implemented learning objectives, instruction and assessments for desk references and courses in compliance with educational, e-Learning/m-Learning, legal, accessibility, industry and security standards
- Received and implemented content updates from bench, middle and senior level managers on a Governmentwide basis; research legal and policy citations and questions as part of the update process
- Researched, purchased and implemented a state-of the art video editing suite for production of animation and video products for this network
- Researched all educational total quality management processes and positioned project to complete each and every one
- Effected partnership between HHS and The Supply Chain and Logistics Institute, Georgia Institute of Technology for recognition of Know Net coursework created using internally developed methodology and processes
The Department has also deployed two electronic learning/performance support products in Acquisition (Project Officer Training) and Logistics (Personal Property Management Training) on CD supporting a workforce of more than 10,000 employees. McKirchy & Company was a key subcontractor on those projects.
